Tizen web application vs native application development

Hello, I am tyring to learn tizen application development. But i want to know that , is there any performance or API shortage( device specific API or others ) issues if i develope tizen web application or native application development ? 

and antoher question is, why tizen provides two types application development( web and native ) ?

Native framework

Web vs. Native Framework

    -Native is relatively better in terms of performance and memory consumption
