[Incentive] Incentive team despise developers and work without principles

My application has been accepted into the program since the beginning of the month
Since then I have not updated the application
My application would probably be in the top 100

Today, almost the end of the month, they said my application needs to modify the title. And previous downloads are not counted

Do they just want to count the downloads at the end of the month?
To be sure that my application will not fall into the top 100!

maybe app title was misleading, what was it?

I don't want to mention here because it doesn't matter
What I mean is that they have accepted it since the beginning of the month
Over half a month they did not mention anything to me to modify (to properly their wishes)

Now coming to the end of the month and that's my most downloaded app.

Do you think they are fair?

if you did not change app content (binary, title, description etc.) during first half of the month you should be asked to change the title at the beginning, not now.
