How to Apply For The Platform Privilege

I need Platform Privilege. How can I apply for it? What are the requirements for it?

You can find security related info in https://developer.tizen.org/help/index.jsp?topic=%2Forg.tizen.gettingstarted%2Fhtml%2Ftizen_overview%2Fsecurity.htm Platform APIs is not recommended in app development, and even Partner APIs can not be used with partner certificate on commercial device.
But I need to use LockScreen Manager class. There are api for it. There must be some procedures to get higher privilege level.

I want to know how to get Platform level Priviledge as I want to use GenerateTouchEvent() which requires "http://tizen.org/privilege/inputmanager" priviledge but this is of platform level and I am not able to use it
